Jack Frost arrived last night (and perhaps we should upgrade our windows?). 11:00 a.m. and Environment Canada claims a wind chill of minus 31 in Ottawa, as we await a true old-fashioned winter blizzard. The outer edge of it has just shown up on the Ottawa radar.
